AVL once required a code to access its materials, which people could get from public libraries. Most of their resources are now handled through GeoIP Authentification (http://www.avl.lib.al.us/about/geoip.php). If one of the AVL materials says they need a card, and it is not because the person accessing is outside of Alabama (or their IP says they are, for various reasons), then this might warrant contacting the AVL Helpdesk (http://www.avl.lib.al.us/about/contact.php). Though the FAQ (http://www.avl.lib.al.us/FAQs/index.php) suggests getting a card from a public library as a solution, this would mostly be for those traveling or with IPs that aren't lining up with the expected range from Alabama.
Our proxy server should help this, by the way, for those AVL resources to which we link. If you get one that *should* be working through our proxy server but isn't, we can take a look at it and see what might be up.
